地方自治体の住民関連情報システムの バックアップ体制と共同化の現状と課題

Abstract 　戸籍および住民基本台帳に関する情報システムは住民生活に密接にかかわるものでありながら、東日本大震災においてその脆弱性が問題として顕在化した。われわれが2011年の１月から２月にかけて実施した全国の1,747の市区町村を対象とした住民関連情報システムの実態調査では、住民関連情報システムのバックアップ体制おび共同化に向けての意識が自治体種別によって異なることが明らかとなっている。本研究では、このバックアップ体制と共同化への意識の違いを、人口規模、財政力、地域特性などの観点から定量的に分析し、今後の自治体の住民関連情報システムの在り方についてについて検討する。
The vulnerability of Japan's Family Register and Basic Residents' Register related information systems have become evident with the East Japan Earthquake despite their impact on local residents' daily life. In this study we will attempt to reveal how local governments view backup and joint operation of information systems in terms of local governments' population size, financial situation and location based on a survey conducted in 2011 targeting 1,747 municipalities.
