途上国における情報産業への外資投下とICT4Dの課題

| Abstract | インターネットと携帯電話・スマートフォンや携帯端末の普及により、途上国における情報産業分野での起業の機会は増加している。ケニアで普及した携帯電話で送金できるモバイル銀行サービスなどのように、先進国とは異なる、各々の国の実情に合わせたサービスが開発、提供され、普及した事例もある。情報産業は製造業と異なり、工場や機械などの固定資本が少なくて済むとはいえ、初期投資は途上国の新興企業にとっては負担であり、外資投下や海外支援が期待される。本研究では、途上国における情報産業への外資投資におけるさまざまな問題をステークホルダーごとに整理し、ICT4D（情報産業を活用した発展）を実現するための課題を明らかにする。 |
