平成の大合併とシステム統合

| Abstract | 平成の大合併(1999-2006年)の間に自治体数は3234から1821に減少した。ただし、約30の合併協議会ではシステム統合の問題によって合併時期が遅れた。中には特例期限(2006年3月)に間に合わなかった自治体もある。合併特例法によって交付税の減額が猶予されていたが、近年この猶予期限が訪れ財政的に逼迫している自治体が増加している。本研究では、自治体アンケート調査(2005-2007年)データを用いて、合併時に採択されたシステムの選択基準とシステム効率性の変化について分析を行う。その際、分析結果をもとに自治体クラウドへの示唆も行う。 |

The number of the local governments decreased from 3234 to 1821 during the period of the great merger of municipalities in the Heisei era.But merger time was delayed by the problem of the integration of computer systems in about 30 merger meetings. There are the local governments which were not enough in (March, 2006) in a deadline for exception among them. The reduction of the grant tax was reprieved by Special Mergers Law, but the local governments which in late years a deadline for this postponement comes, and are tight financially increase. In this study, I analyze the criteria for selection of the system adopted at the time of a merger and a system performance-related change using local government questionary survey (2005-2007 years) data. |
