役割を持った市民や専門士をサポートするＣ＋システム

| Abstract | 様々な社会課題を解決するため、従来の行政Ｇ、企業Ｂ、一般市民Ｃの範疇を超えた、公的役割を持った市民や専門資格をもった専門士「Ｃ＋」を対象としたシステムについて論じる。「地域包括ケア」などに代表されるこうしたシステムは、地域活動の主体となって活動する市民の動機や尊厳などに配慮し、地域的・時間的な制約を考慮して「プレイヤーセントリック」に設計する必要がある。また活動実績を特定組織の枠を超えて蓄積し、正当な評価やインセンティブを与える必要がある。参考事例として、オランダのビュートゾルフや市川市のキャリア介護システムなどを紹介し、こうしたＣ＋を対象としたシステムの要件について論じる。 |

| We discuss systems of social activities via enrolled citizens and/or qualified specialists, we call them C+, beyond the frameworks of local governments (G), business companies(B) and ordinary consumers(C). These systems of C+, for example “Community Care System", need to be designed “player centric" with care consideration of their motivations, ambitions and dignity of individual citizen, and also their regional, time constraints. System should register their activity records beyond the framework of specific organization and should give legitimate evaluation and incentive. We describe some reference cases such as “buurtzorg" in Netherlands, career care system in Ichikawa City and discuss their requirements of C+ systems. | |
