会計検査院に於けるIT人材育成に関する報告

| Abstract |
ITに関係する業務に関しては、サービス提供側であれ、発注側であれ、それぞれの知見が必要であり、人材育成が喫緊の課題と言われて久しい。特に、官庁にあっては、ITに関する専門家を育成するようなキャリアパスを組み立てたり、特定の職員を長期間の教育プログラムに参加させることが困難であり、それぞれの組織で苦慮しているのが実状ではなかろうか。 会計検査院では、ITに関する会計検査人材を育成する新しいプログラムを2005年から運営している。これは、それまでの教育方法とは異なる仕組みで人材を育成するものである。今年で10年目に当たることから、このプログラムの設計及び実施状況について報告したい。 |

It has been passing many years that capacity building is realized urgent subject. Because, it needs knowledge and experience about acquisition IT systems and IT services for both side of servicers and servicees. It is very difficult to build career-path for experts, and to encourage particular staff to join long term programs for development of IT skills. I wonder that organizations are facing to hard situations respectively. In the Board of Audit, we have been carrying the new education program to foster auditors since 2005 for IT management by the government. The program has very different from ever ways to caltivate IT auditors. It is just 10 years for the beginning, so I will introduce the designing and accomplishment. |
