行政手続の電子化に関する普及モデルの考察

| Abstract |
2014年度に、育児世代を対象とした行政手続き（児童手当）に関する意識調査を行った。その結果、PCやスマートフォンの利用率が高い世代であっても行政手続きを電子的に行うことについては、否定的な意見がそれなりにあることが明らかとなった。このときの調査から明らかとなった課題は、「年に１度の申請のため、これまでと異なるやり方を導入することに抵抗感がある」「想定していたよりも否定的な意見があり、電子申請普及のための仕掛けが必要である」などであった。 本報告ではこれらの課題に対して、いかに育児世代が電子申請を積極的に利用し、行政手続きの電子化に対する抵抗感を無くしていけるかについて検討する。 |

We conducted awareness survey on administrative procedures (child benefit) intended for child care generation. As a result, those who perform the PC or smart phones have often negative opinion to the computerization of administrative procedures So our issues are "because of the one-time application year, there is a feeling of resistance to the introduction of ever different ways" and "Necessary mechanism for the electronic application diffusion". To these issues, we review how child care generations actively use the electronic application and what able to eliminate the sense of resistance to the computerization of administrative procedures. |
