| Abstract | 本研究の目的は、中小企業の事業と情報通信技術（ICT）の融合の水準を評価するための枠組みを提案することである。事業とICTの融合は大企業だけでなく中小企業にとっても実現しなければならない重要課題の1つであるが、そのためには現状の融合の水準と必要な改善点を理解しなければならない。本研究では、中小企業の事業とICTの融合を促進するプロセスとしてトップリーダーシップ、ICT基盤構築、ICTリスク管理、外部委託、コミュニケーションを取り上げるとともにバランス・スコアカード（BSC）の枠組みを導入し、BSCの各領域における5つのプロセスの水準を評価する。IT経営力指標の4ステージの枠組みを導入し融合水準を評価する。 |

| Fusion of business and ICT (Information and Communication Technology) is one of the key issues not only for large enterprises but also for Small and Medium-sized Enterprises (SMEs). To encourage business-ICT fusion, SMEs need to understand current status of business-ICT fusion and close the gap between the goal and the current level. The purpose of this study is to propose a business-ICT fusion assessment framework for SMEs. The Balanced Scorecard (BSC) suggested by Kaplan and Norton is introduced to the assessment framework. Top management leadership, infrastructure, risk management, outsourcing, and communication constructs are assessed in four perspectives of the BSC. Business-ICT fusion level is measured using four levels based on the four stages which METI suggests to assess enterprise's ICT management level. | |
