原発避難者の帰還を実現するための条件と政策に関する研究

| Abstract |
2011年3月11日発生した東日本大地震に伴う原子力発電所事故からすでに6年以上が経過した。避難住民の一部がかつて住んでいた故郷に帰還し始めている。帰還に際して、どのような自治体政策が必要とされているか、政府調査では支援の具体的内容、必要の程度と頻度、また、その項目の優先順位については明らかになっていない。 本研究では、対話型聞き取り調査により、実際帰還している住民47名の本音を聞き出し、政府調査結果を、すでに満たせている項目、将来に備えて必要な項目、今すぐ必要な項目に分類整理した。さらに、今すぐ必要項目、将来に備えて必要項目に関しては、それらを実現するために有効と思われる政策を検討し提言としてまとめた。 |

It has elapsed more than six years from the nuclear power plant accidents in the east Japan earthquake occurred 3/11/2011. Some of the evacuees are beginning to return to hometown once lived. Upon return, It is needed what local government policies,details of support, the degree of need and frequency, on the priority of the item do not also become clear from the Government investigations. In this study, I learned the truth that the actual return of 47 through the interactive survey. I classified findings, items that already with, in the future the necessary items, now just need items. In addition to recommendations an effective policies in order to achieve the items need right now and the items needs for future. |
