オープンデータの推進に見る道府県と市町村の関係性

Abstract

地方自治法第2条には、都道府県の役割について、地域における事務や法令に基づいて処理される事務のうち、広域にわたるもの、市町村に関する連絡調整に関するもの、その規模又は性質において一般の市町村が処理することが適当ではないと認められるものと定められている。この条文とも関係して、都道府県は市町村への情報提供や各種取り組みの支援も行っている。本研究は、この都道府県による市町村への関与について事例研究を行う。具体的には、オープンデータ政策に着目し、都道府県に対して行ったアンケート調査から、都道府県による市町村への関与の実情を調査するのである。

Article 2 of the Local Autonomy Law stipulates that the roles of prefectures governments is to handle administrative affairs that are handled in accordance with local affairs and laws, especially, that covers a wide area of administrative affairs, concerning the coordinating of municipalities among administrative affairs, and administrative affairs that deemed inappropriate for general municipalities to deal with the size or nature of the affairs. In connection with this article, prefectures also provide information to municipalities and support various initiatives. This study conducts case studies on the involvement of municipalities by prefectures. Specifically, paying attention to open data policy, we survey the actual situation of involvement in municipalities by prefectures from the questionnaire survey conducted to prefectures.
