震災がもたらす労働市場への影響を考慮した雇用創出事業の効果分析

Abstract

近年頻発している大規模災害は住民の経済状態にも大きな影響を及ぼすため，復興過程における経済支援が重要である．本研究では，東日本大震災において雇用創出事業として実施されたCFWに着目し，当時の被災地域を対象とするシミュレーションからCFWの効果分析を行った．被害状況や復興過程での地域産業構造変化，住民の経済状況の変化など，労働市場における企業や労働者への影響を考慮した上で，被災地域を３エリアに分割したモデルを構築した．当時の労働市場指標とのフィッティングによる妥当性確認後，各エリアの地域特性の違いがCFWの効果に与える影響やCFWの設計要因が労働市場指標や要支援世帯の世帯収入に与える影響を分析した．

In the reconstruction process from large-scale disasters, economic support
is important because large-scale disasters may give serious damage on the economic situation of local residents. The primary purpose of this study is to conduct a simulation analysis of CFW programs implemented as employment creation project after the Great East Japan Earthquake.We elaborated a previous model to consider the impact on companies and workers in the labor market, and divided a model into three affected areas. We confirmed the model validity by fitting with labor market indicators at that time, analyzed whether the regional characteristics have an influence on the effect of CFW programs and whether the design factors of CFW programs have an influence on the labor market indices and the households that need economic assistance.
