IT調達の失敗は続くのか

Abstract

　国がIT調達を開始して約60年を経過しているが、会計検査院の検査報告によると近年においても毎年のようにIT調達に関する不適切な事態が指摘されている。その原因として検査報告では、設計段階における検討不十分、事務プロセスの把握不十分、関係部門間の連携不十分などとしている。一方、これらの課題解消のために内閣では従来より各種のガイドラインを提示し、それらに従うように指導してきたはずである。本発表では、人事配置、職員教育、マネジメントスキルなどの観点から調達担当者がおかれている立場に着目して、これら不適切な事態の発生原因を探るものである。

Japanese government has about 60 years experience of IT procurements. However, the Annual Report by Supreme Audit Institution of Japan (Board of Audit) has pointed out inappropriate situations in the government IT procurement. The report says that examples of the cause will be insufficient review at the design stage, insufficient understanding of business process, and inadequate collaboration among related divisions. The other hand, the cabinet has presented guidelines for clearing the problems these years, and leading staff to follow them. My presentation will show the cause of inappropriate situation with focusing perspectives circumstance of staff position within personnel arrangement, education, management skills and so on.
