システム経費の経年比較から探る自治体クラウドの現状と課題

Abstract

総務省は「市区町村における情報システム経費の調査結果について」を公表し，59の運用中の自治体クラウドについて，クラウド導入団体とそれ以外の団体のシステム経費の比較において，住民一人当たり経費及び一団体あたり経費はクラウド導入団体が最も低い結果となったとしている．しかし，同省の発表では，情報システム経費について，クラウドグループ内の団体間比較や経年変化及びグループ間の比較はされていない．本研究では，同調査結果に加え，同省が公表している平成22年から平成27年にかけての地方自治情報管理概要のシステム経費の調査結果を用いて，グループ内の団体間比較や経年変化及びグループ間の比較を行い，自治体クラウドの現状と課題を報告する．

According to the Ministry of Internal Affairs and Communications(MIAC), 59 municipal groups are now operating "Local Government Cloud Computing Systems". Based on the data such as profiles and detailed system costs of each cloud computing system from 1) a research report titled "Results of Survey on Information System Costs in Local Governments" issued by the MIAC in 2018 and 2) annual reports named "Local Autonomy Information Management Overview" issued by the MIAC which covers years from 2010 to 2015, we conducted a cost analysis of current "Local Government Cloud Computing Systems". In this study we report our analysis and temporary results.
