制度改革が電力産業の発明活動に与えた影響のパネルデータ分析

Abstract

1990年代以降，日本の電力産業では世界的な自由化の流れを受け，安定供給の確保，需要家の選択肢や事業者の事業機会の拡大，電気料金の抑制等を目指した制度改革が進められてきた。最近ではビッグデータやIoTの活用が様々な産業で議論される中，需要家のニーズを踏まえた新たな電力供給サービスも期待される。電力会社の発明活動を通じたイノベーション創出へ関心が高まる一方，制度改革と発明活動の関連性を対象とした研究はあまり行われていない。本研究では客観的に発明活動を判断する指標として特許に注目し，旧一般電気事業者９社を対象としたパネルデータ分析を行うことで，制度改革が特許生産性に与える影響を調べるとともに技術分野ごとの特徴を明らかにする。

Since 1990's the Japanese electric power industry has adapted to institutional changes under the influence of global trend of electricity market liberalization. Meanwhile, toward Society 5.0 there are various discussions about a potential use of big data, AI, and IoT, and we expect these new technologies may produce innovative electricity services that are driven by consumers' needs. Thus it is interesting to examine an influence of institutional changes on innovations, however, there is few studies on the relationship between the institutional changes and R&D activities of electric power companies. This study analyses patent productivity and impacts from institutional changes by performing a panel data estimation of nine incumbent electric power companies.
