政府システムの設計に欠けていること

Abstract

　「作ったけれど使われない。」、「使っているけれど効果を発現していない。」、「肝心の時に使えないかもしれない。」というシステムがある。政府や自治体のシステム設計において、このようなものがいくつか指摘されている。設計者は、機能設計からそのシステムを使って求めるサービスまで、設計段階から運用終了段階まで、保守・運用要員やサービス利用者までを意識しなければならない。実際に政府が開発したサービスにおいて、これらを意識した設計となっているかについて検討する。その上で、課題があるとすればどのようにこれを改善するのかについて提案する。

We know “They made a system, however they don't use it.", “They use a system, however there isn't effective.", “They have a system, however it may not useful when they need.". We found that these systems and situations in design of central or local governments. System designers have to recognize in system developments that from functional design to services, from design phase to the termination of operation, operators and users of services. I find out that designers consider about these points in developments of government's systems. Moreover, if there are reasons of troubles, I will recommend some improvement plans.
