大学のデジタル化に対する組織のIT活用能力と従業員の能力開発

Abstract

大学ではIT化への取り組みが進められている。このために組織のIT活用能力を改善させる必要がある。そこで東京都市大学総合情報システム部を事例に、中小組織向けIT-CMFを用いてIT活用能力を分析する。またiCDのフレームワークを用いて組織のIT活用能力に必要な個人の能力を分析する。IT-CMFに基づき総合情報システム部にアンケート調査する。その結果ハイレベル調査で5つの重要IT活用能力を抽出した。第二に、深堀調査で責任者にヒアリングを行い最重要IT活用能力として調達を抽出した。また最重要な実践活用力構成ブロックとして目標とスコープを特定した。最後にこれに必要な個人のスキルをiCDにより抽出する。

University are computerized. In this study, as a case study, we analyze IT capabilities of the IT and library organization of Tokyo City University. IT-CMF has been proposed as a framework to analyze IT capabilities of an organization. A questionnaire survey is conducted to the organization based on IT-CMF. We identify the important 5 IT capabilities. Second, in our deep survey, we interviewed the department manager and identified sourcing capabilities as the most important IT capability. We also identified goals and scope as the most important capability building block in Sourcing. Finally, we extracted from iCD skills of employees needed to improve organizational capabilities of goals and scope.
