公務員組織における組織コミットメントと情報化の関係に関する検証

Abstract	本研究は2012年3月に実施した WEB アンケート調査(標本数 2200)を用いて、自治体職員のシステム利用の満足度やシステム利用意向に与える要因を分析することを目的としている。具体的には、自治体職員の組織への忠誠を表す組織コミットメントと情報化、教育などが満足度・利用意向に与える影響を分析する。板倉(2002)は、情動的コミットメント(組織への一体感による感情的愛着)が低い場合は、情報化がかえって組織貢献度を下げてしまうという結果を示している。本研究でも、ほとんど転職がない公務員組織でこのような現象が発生しているのかどうか検証を行う。分析の結果、これらの仮説がある程度支持されることが判明した。
	The purpose of this paper is to analyze the factors that influence the use satisfaction and intention to use system of local officials using WEB questionnaire survey conducted in March 2012 (sample size 2200). More specifically, I analyzed the effects of information technology and organizational commitment that represents a loyalty to the organization of local government officials, and education on the use satisfaction and intention to use system. Itakura (2002) analyzed the relationship between information technology and organizational commitment in the enterprise. He showed that low emotional commitment (emotional attachment with a sense of unity to the organization) would lower the organization contribution of information. In the present study, I validate whether such phenomenon is involved in the civil service organization.
