Abstract	福島県は「3.11」震災後約2年で、県全体で3.69％の人口減少をしている。直接被災の東部管内を除く県下に11市24町12村がある。Z市は西部の中核市で直接被災O町の仮設機能を有し、人口減少率は県内13市のうち最小である。神奈川県C市と同規模の人口をもつ。報告者の前回までのケースにならい、2013年7月時点のZ市とC市のヒューマンサービス事業所の状況を整理し考察を試みる。そこに震災の影響が含まれる。
	After two years since the 3.11 disaster Fukushima prefecture has lost 3.69 % population. Z city has taken tentatively O town's office and people that still all evacuated and would keep force Z itself relatively. Following my previous findings I examine human service business points of two cities at present, also trying to see disaster passages.
