マイナンバー制度及びセキュリティ強靭化対策が及ぼす自治体情報システムの展望について

| Abstract |
マイナンバー制度の運用に伴い，地方自治体の情報システムは,特定個人情報を提供や照会するため住民情報を扱う基幹系システムとLGWAN上に設置する中間サーバとを接続するようになる．しかし，2015年5月に発生した日本年金機構の個人情報漏えい事案が発生したことにより，個人番号利用事務の基幹系システムとLGWANとインターネットの各々のネットワークも分離し，端末からの媒体持ち出し禁止，二要素認証の必須といったセキュリティ強靭化対策が求められている． このため，庁内で外部からのファイル転送ができない等の影響が生じる． 本研究では，こうした状況を踏まえた，自治体情報システムの展望について論ずる． |

National identification number systems operation is requred in local government information systems, mission-critical systems, for example residence management will be connected with the Information Interchange Server on Local Government Wide Area Network (LGWAN). Since the Japan pension organization occurred on personal information leakage incidents at May,2015, local governments are required to separate with network system using National identification number and LGWAN, the Internet, and to not allow to take out media from the Terminal, to apply on 2-factor authentication for operating the Terminal. Therefore local governments cannot transfer files from external. In this study, based on the such situation, we argue perspective of local government information systems. |
