自治体における情報システム調達のあり方に関する動向

Abstract

自治体では、2003年の高知県の事例を嚆矢として、情報システム調達に関わるガイドラインが策定されてきた。日本政府においては、政府情報システムの整備及び管理などに関わる「デジタル・ガバメント推進標準ガイドライン」が2018年3月に策定されている。本研究は、自治体において近時に策定された情報システム調達ガイドラインに着目して、自治体における情報システム調達のあり方について考察する。

In local governments, guidelines on information system procurement have been formulated, starting with the case of Kochi Prefecture in 2003. In March 2018, the Japanese government formulated the "Digital Government Promotion Standard Guidelines" related to the development and management of government information systems. This study focuses on the information system procurement guidelines formulated recently in the local government, and considers the way of information system procurement in the local government.
