自治体セキュリティ強靱化とセキュリティクラウドの影響分析および新たに生じた課題の解決策

Abstract

2015年に発生した日本年金機構における不正アクセス事案を契機として、政府は自治体の情報セキュリティの抜本的強化を目的として、総合行政ネットワーク（LGWAN）とインターネットとの接続を断つとともに、自治体とインターネットの接続口を各都道府県で一本化する「自治体情報セキュリティクラウド」を、2017年に全自治体に導入させた。
この施策が実際に自治体のセキュリティを向上させたかどうか、逆にどのような課題を生んだか、得られた効果や新たに発生した課題を、自治体職員へのインタビューおよびアンケート調査を基に考察する。
そのうえで、明らかにした課題に対する解決策を提案する。

In 2017, the Japanese government urged all local governments to enhance their information security control by cutting off the connection between the Local Government Wide Area Network (LGWAN) and the internet, and it introduced "the local government information security cloud", where each prefectural government functions as the sole connection between the local governments and the internet.
Based on the interviews with some local government officials and questionnaire surveys, I will also consider whether these measures actually contributed to improve the cyber security of the local governments, and, on the other hand, what kind of new problems were aroused, as well as the impacts and some newly generated issues because of these measures.
